Carol-Ann Swain, PhD, is an Epidemiologist with more than 20 years of experience in public health, specializing in HIV/AIDS surveillance and research. Dr. Swain directs the Bureau of HIV/AIDS Epidemiology within the New York State Department of Health. She oversees laboratory and clinician reporting of HIV/AIDS cases in New York State through the establishment and maintenance of collaborative relationships with internal and external partners including clinical laboratories, regional health departments, and federal partners. Her work has resulted in policy development related to the NYS Ending the Epidemic initiative, rapid initiation of antiretroviral therapy, and care and treatment guidelines at the State and Federal levels for infants and pregnant people living with HIV.
