Founded in 1988 as the first AIDS drop-in center in the USA, our mission is to enhance the lives of people impacted by HIV, mental health, and homelessness in a safe, inclusive environment. Our vision is a more equitable community, where people achieve their desired potential. Our service area for our programs, including housing, food/meals, PAWS, employment, behavioral health, LGBTQI+ services, pharmacy, and social/recreational opportunities reaches the 17-county region of Upstate NY. We are also home to the NY Capital Region Chapter of the NAMES Project, the NYS Employment Training Center of Expertise, and serve as the Upstate Lead Agency for the ETE Community Mobilization Initiative.

Center for Program Development, Implementation, Research and Evaluation, AIDS Institute
The AIDS Institute Center for Program Development, Implementation, Research and Evaluation (CPDIRE) is committed to facilitating data driven decision making through research, evaluation, and practice. CPDIRE coordinates research at the AIDS Institute, serving as an internal resource for staff in research design, implementation, analysis, manuscript preparation, and human subjects protocol development. CPDIRE collaborates with researchers and programs to execute research and evaluation prioritized in the AIDS Institute Research Agenda. The Office of Program Evaluation and Research (OPER) is an important arm of CPDIRE, conducting comprehensive, coordinated, and innovative program evaluation and research in multiple program areas, including HIV, STI, hepatitis C, and drug user health, with the aim to enhance the quality of prevention, clinical care, and service delivery systems in New York. CPDIRE also serves as a liaison to the Center for Collaborative HIV Research in Practice and Policy (CCHRPP), University at Albany, SUNY.
Clinical Education Initiative Sexual Health Center of Excellence
The Clinical Education Initiative (CEI), a New York State Department of Health AIDS Institute program, offers progressive continuing medical education to physicians, nurse practitioners, physician assistants, nurses, dentists, and pharmacists to enhance their capacity to deliver high-quality healthcare services and to improve patient health outcomes. We offer free, CE accredited, online and live trainings, conferences, intensive preceptorships, clinical technical assistance (TA) and tools, on HIV Primary Care and Prevention, Sexual Health, Hepatitis C treatment, and Drug User Health.

ETE Dashboard
The ETE Dashboard measures, tracks, and disseminates actionable information on progress towards achieving the End of the AIDS Epidemic in New York State by integrating various HIV-related data into a comprehensive public facing web-based platform. Featured interactive data visualizations include trends in PrEP use, new HIV infections and diagnoses, the HIV care continuum, HIV testing, linkage to care and viral suppression, and deaths among people living with HIV, as well as ETE-related policies and social determinants of health.
Health Equity Initiative, AIDS Institute
HealthHIV
HealthHIV advances effective prevention, care, support, and health equity in HIV, HCV, LGBTQ health, and harm reduction by providing education, training, capacity building, health services research, and advocacy to organizations, communities and interprofessional healthcare teams. They lead the National Coalition for LGBTQ Health and the HealthHCV initiative. HealthHIV provides a multitude of eLearning courses, as well as expansive medical and consumer education programs. They provide the only national certification of the HIV prevention workforce through two programs - the HIV Prevention Certified Provider and the HIV Prevention Navigation Certification. HealthHIV runs the The National Resource Center for Pozitively Aging with HIV, the Harm Reduction Learning Institute. HealthHIV provides Capacity Building Technical Assistance on Fiscal Health, Board Development, CBO leadership, and numerous other topics.
HIV Stops With Me
HIV Stops With Me is a multifaceted, national social-marketing campaign that aims to prevent the spread of HIV and reduce stigma associated with the disease. The campaign features real HIV positive people talking about real issues; united by their goals of ending HIV stigma, supporting linkage to care, building self-esteem and a sense of community among people living with HIV.
The campaign focuses on the personal strengths of people living with HIV and affirms their ability to display these qualities in their everyday lives to tear down the stigma associated with HIV. Each spokesmodel is committed to stopping the spread of HIV while also promoting the values of self-care and healthy living. As active members of their communities, the spokesmodels share their stories, engage in online dialogue about issues related to HIV and make public appearances.
Website visitors can engage with the spokesmodels, read about issues related to HIV/AIDS and learn about local services. The campaign is currently running throughout New York State, with spokesmodels residing in New York City, Long Island, Hudson Valley, Albany, Rochester, Syracuse/Binghamton and Buffalo.

The campaign has also received Telly and Davey awards, along with a W3 and American Graphic Design award. HIV Stops With Me has been evaluated 14 times, making it one of the most well-evaluated HIV prevention campaigns.

MATTERS
The MATTERS (Medication for Addiction Treatment & Electronic Referrals) program is transforming how clinicians bridge the gap between patients with opioid use disorder (OUD) and the care they need. Referrals are made in under 5 minutes and have built-in supports linking individuals to an outpatient treatment organization of their choice, peer support, transportation assistance, and medication assistance. MATTERS addresses common barriers for patients and streamlines workflows for providers ensuring linkage to essential resources early on, including telemedicine evaluations and free harm reduction supplies. To date, MATTERS has distributed over 20 million test strips to individuals and organizations across New York State. MATTERS also has 16 vending machines in various locations across the state, all equipped with free harm-reduction supplies and accessible 24/7 to increase access to stigma-free resources. Office of Drug User Health, AIDS Institute
The Post Overdose Response Team (PORT) began as a pilot program in 2019. The program serves individuals who have survived an opioid overdose(s), referred by the New York City Police Department through weekly sharing of nonfatal overdose data in addition to other referral avenues including the New York City Office of the Chief Medical Examiner and the Department of Housing Service shelters. PORT also engages with individuals who have recently lost a family member or loved one to an overdose and are at risk of an overdose themselves. PORT can assist in providing support, referrals, and harm reduction education. Some examples of the referrals that the team makes are:

This allows for rapid access to medication for opioid use disorder and support for individuals that need access to harm reduction services.

The Office of Sexual Health and Epidemiology (OSHE), within the AIDS Institute, is dedicated to promoting sexual health through innovative public health practice and ethical use of data to support sexual positivity and provide resources that directly and indirectly promote sexual health. It remains OSHE’s vision to individualize and normal sexual health; ensure the prevention treatment and elimination of sexually transmitted infections; and implement a holistic community impact. OSHE offers resources and tips on how to talk with your health care provider; speak openly with your sexual partner(s) and explore important sexual health topics.

Sexy safer sex (S3): Identifying strategies to promote sexual wellness among marginalized black women with Dr. Melonie Walcott
Dr. Walcott is a Visiting Professor at the University of California, San Francisco, Center for AIDS Prevention Studies (CAPS), and a scholar in the HIV Prevention Trials Network (HPTN). Her research interests include social and structural factors associated with HIV risk behaviors and developing and implementing patient-centric biomedical and social-behavioral interventions to increase equity in HIV prevention and treatment among marginalized populations.
SUNY Downstate Health Science University - STAR Program - Adolescent Education Program - Youth Health Advocate Project
The STAR Program’s Adolescent Education Program (AEP) provides health promotion and disease prevention services to at-risk youth, through skills-building, peer training, health equity, community engagement, creative arts, youth development and HIV prevention evidenced-based workshops. Teens Helping Each Other (THEO) is the peer leadership initiative of the Adolescent Education Program (AEP) at SUNY Downstate Health Sciences University that has guided young people for over twenty-five years. THEO’s mission is to empower youth to achieve and maintain good health, set and achieve academic goals, and serve their community. THEO strives to prevent new cases of HIV infection, Sexually Transmitted Infections and unplanned pregnancies, while promoting healthy productive lives for young people. The Teens Helping Each Other (THEO) Leadership Initiative offers a comprehensive adolescent prevention program that teaches prevention skills to at-risk and hard-to-reach adolescents with educational, health and social skills-building services. The programmatic philosophy of the AEP is that all prevention efforts must be taught within the context of comprehensive skills development.

Uninsured Care Programs, AIDS Institute
The Uninsured Care Programs provide access to free health care (Drugs, Outpatient Primary Care, Home Care, Insurance Premium Payments, and Pre-Exposure Prophylaxis to prevent HIV infection) for New York State residents who are uninsured or underinsured. The Uninsured Care Programs is committed to ending the AIDS epidemic in New York State through reinforcing the priorities of increasing linkage to, access to, and retention in HIV medical care and treatment as a mechanism for achieving viral suppression among individuals living with HIV.

Whitney Young Health’s Community Prevention & Treatment Services (CPTS) has credentialed and trained staff ready to serve the needs of patients with infectious diseases, including HIV/AIDS and Hepatitis C. Our CPTS department offers free and confidential walk-in HIV and Hep C testing at our Albany Health Center Monday through Friday from 8:30 am to 4 p.m. CPTS offers: HIV, STI and HepC testing and treatment HIV Prevention (PrEP/PEP), HIV/AIDS Medical Care, Care Coordination (including linkages to primary care, behavioral health services and substance use treatment), Peer to peer support services, and Educational Resources.
